Bio: Born in Buffalo, NY, he is the son of Donna Marie MacLeod Loughran of Wilmington, DE and the late Walter Thomas Loughran Jr. He was employed with the Harford County Sheriff's Office for 16 years. Sgt. Loughran # 463 was most recently assigned to the Police Services Bureau, Patrol Division, Northern Precinct.
He began his career with the Harford County Sheriff's Office in 1996. A graduate of Harford County Sheriff's Office Training Academy, EL13, he rose to the rank of Corporal in 2003 and Sergeant in 2006. He was a trusted co-worker and well respected supervisor. Throughout his 16 year career with the Harford County Sheriff's Office, Sgt. Loughran worked in many divisions within the agency. He was a charter member of Harford County's School Policing Team assigned to North Harford High School. He worked in Patrol, the Domestic Violence Unit, Court Services, the Warrant/Fugitive Apprehension Unit and the Youth Services Division. In addition to his primary duties, his knowledge and expertise was utilized on several of the Harford County Sheriff's Office Special Teams to include Emergency Vehicle Operations Course (EVOC) training, the Crisis Negotiation Team, the Pursuit Review Committee and the Critical Incident Stress Management (CISM) Team.
He was an avid camper, also into mountain biking and canoeing. He loved his chickens and all animals and enjoyed photography. He had a sense of humor that everyone enjoyed. |

Summary: |
Sgt. Loughran suffered a heart attack at his Pylesville home Sept. 13. According to the sheriff's office, he had unknowingly begun to suffer the symptoms of a heart attack the previous day during the funeral services for Cpl. Licato, who died Sept. 6 in a car accident while on his way home from his shift.
Loughran's death is considered in the line of duty because it came within 24 hours of a shift. He was attending the funeral as an agent of the sheriff’s department.
