Offender:	Brian George Fitch Sr. :: Caucasian / Male - 39 years old Fitch is a career criminal who was already a wanted fugitive -- he left prison in February, and a Minnesota Department of Corrections warrant was issued for him in June. Jail records show he was twice jailed in Hennepin County, once for felony theft in December 2009 and once in 1995 on a warrant issued by a judge. In Ramsey County, he has been jailed for nonpayment of child support in 2006, theft in June 2005, prescription fraud in May 2005, a felony drug offense in January 2003, felony assault in February 2000, and, in May 1999, assault, terroristic threats and possession of a firearm. He has convictions for burglary in August 2013, terroristic threats and false imprisonment in August 2012 and possession of marijuana in May 2012. He has served time in the state prison at St. Cloud. Records show he has also been to court several times for failing to pay or provide child support to several different women.

Summary:	Police Officer Scott Patrick was shot and killed while making a traffic stop near the intersection of Dodd Road and Smith Avenue, in West St. Paul, at 12:20 pm. Officer Patrick approached the suspect's driver window when the subject fired multiple shots, striking him in the head. He was transported to Regions Hospital where he was pronounced dead. There had been numerous witnesses in the busy area at the time of the shooting. The suspect was known to some of them. The subject, who was identified as a fugitive driving a green Pontiac Grand Am, opened fire on officers who located him in St. Paul approximately seven hours later. He was shot and wounded by the officers before being taken into custody. A female passenger in his vehicle was also wounded. Officer Patrick was the first Mendota Heights(pop. 11,000) officer killed in the line of duty.
