Summary:
Lieutenant Hicks drowned after his patrol car went the guard rail of the Urbanna Creek bridge as he responded to a call involving a distressed motorist. The patrol left the 300-foot long bridge and landed upside down in 12-feet of water, killing him instantly.
Lieutenant Hicks had served with the Middlesex County Sheriff's Office for 4 years. He had previously served as a peace officer with the Colonial Williamsburg Foundation for 2 years and as a deputy with the Gloucester County Sheriff's Office for 2 years. He was survived by his wife, son, and three step-daughters.
