Summary: Officer Pennington was shot and killed behind the police station after arresting two suspects. Officer Pennington was assisting another officer direct traffic when a car sped by and failed to follow their instructions. Officer Pennington chased the suspects a short distance before they finally stopped. He advised both men they were under arrested and ordered them to follow him to the police station. As Officer Pennington stepped off of his motorcycle behind the police station one of the men produced a .38 caliber handgun and shot him to death.

The suspects fled the scene. On February 4, 1946, the two men attempted to rob a bank in Los Angeles, California. The suspects became engaged in a shootout with two Los Angeles police officers. Both suspects and Officer Walter Kesterson were shot and killed during the shootout.

Officer Pennington had served with the agency for 5 months. He was survived by his wife and 3-year-old son.
